FOR CONSULTANCY SERVICES TO DEVELOP KARLKURLA (KULGOOLUH) BUSHLAND PARK  

 

Background

Kalgoorlie Boulder, located 594km east of Perth and home to over 30,000 people, is recognised for its mining industry and laid-back lifestyle. The city borders the 16 million hectare (ha) Great Western Woodlands, a major global biodiversity hotspot.

The City of Kalgoorlie Boulder, with support from Lotterywest, is teaming up with local groups for the Goldfields Esperance urban greening project. Together, they plan to plant shade trees and shrubs throughout Karlkurla Bushland Park—a 200-hectare A class nature reserve—to showcase and celebrate the region's heritage.

The park offers native bushland, walking trails, diverse flora and fauna, and amenities which include a Nature Playground and the Kalgoorlie Boulder Urban Landcare Group (KBULG) nursery and education centre.

Home to over 2,000 community-planted trees and a 4km walking trail, it supports conservation education and wildlife such as kangaroos and birds. Regenerated eucalypt woodlands demonstrate natural recovery from clearing during the goldrush era. The Park hosts numerous community events and thousands of visitors annually.

GVROC, representing nine Local Governments, received a Lotterywest grant to plant over 30,000 trees and shrubs in the regional towns from 2025–2027 to build community resilience through boosting canopy cover and biodiversity.

Statement of requirements

The Landscaping Master Plan will prioritise planting local species to enhance shade, biodiversity, and cultural identity in Karlkurla Bushland Park. Key cultural and environmental details will be shared along walking paths for visitors, fostering community pride. Stakeholder consultations—including Aboriginal people, KBULG, City Staff, Council, and community members—will inform the plan.

Scope of works

The consultant's responsibilities include:

  • Participating in an initial meeting with the project steering committee to review the consultancy’s approach, requirements, and expected outcomes.

  • Plan and participate in one to two workshops with community and stakeholders, hosted by KBULG and the City of Kalgoorlie Boulder to understand the value of the park and how it can include more shade, culture and biodiversity through a targeted community planting program in 2027.

  • Develop a recommended species list as part of the Master Plan that will include a map of where these species can be planted. The species selection will be informed by, and aligned with, the park’s existing ecosystems to ensure ecological integrity and long-term sustainability

  • Submit a comprehensive final plan for the Karlkurla Bushland Park with suggested plantings for 2027
